Local Place Plan

About Local Place Plans (LPP):

Local Place Plans have been introduced by the Scottish Government to bring local community voices into the planning processes of their local areas. A Local Place Plan seeks to create a cohesive vision and identity for an area, incorporating the aspirations of its residents, along with their ideas on the opportunities and challenges to be addressed. Focussing on themes related to planning, such as buildings, land use, access to services, movement and greenery, the contents of a Local Place Plan is read alongside wider planning strategies for an area, and centre community voices in considerations and changes for its future.

LPPs are not part of the statutory development plan, but have an important role to play in informing Local Development Plans (LDP) - see further down this page for information on LDPs.

Paisley East & Whitehaugh Community Council

Paisley East and Whitehaugh Community Council act as a voice for the area. They ascertain and express the views of the community to local authorities and other public bodies, and seek to take action in the interests of its community. They complement the role of Renfrewshire Council but are not part of local government. They have a positive working partnership with the local authority – and are informed on the council’s policies, and kept updated on the activities of the council. The community council will be writing the local place plan with support from New Practice.

About New Practice:

New Practice is supporting the delivery of this project by carrying out independent research, public engagement, and consultation. Once this initial stage is complete, the findings will be passed to the community council to write the local place plan.

New Practice is a women and LGBTQ+ led architecture practice, based in Glasgow. We have extensive experience of working with communities to connect their voices to the built environment processes and decisions which impact their lived experiences. We have worked as architects directly with community spaces, and more generally to develop action and place plans across Glasgow, and with diverse communities throughout Scotland, from Whithorn to Orkney.

About Local Development Plans (LDP):

Planning authorities must prepare one or more Local Development Plans for their area. This shows how local places will change into the future, including where development should and should not happen. Planning authorities must take into account the National Planning Framework and any registered local place plan/s (LPPs) for the area the LDP covers. Planning authorities, when preparing the LDP, must have regard to their adopted RSS and any local outcomes improvement plan for the area it covers. LDPs are part of the statutory development plan.

Local Place Plans must be created by, with and for an area’s local community – so we need your help! In the process of developing the place plan document, we need to hear from as many people from the Paisley East and Whitehaugh area as possible, to ensure that local voices are at the heart of the final product. To support the Community Council, we will be carrying out independent research, public engagement and consultation across the autumn of 2025, so keep an eye out on this section of the website for our online survey and opportunities to meet us in person. Once the Community Council have written the Local Place Plan, they will hand it over to Renfrewshire Council to initiate the process of having the document confirmed and accepted.
